The Tender Manager (TM) will be based in Houston and report to the Regional Manager of Tendering. This position shall be responsible for the development of Products, Integrated Products and Systems tenders. The TM is responsible for ensuring compliance with processes, liaising with senior management on all aspects of tenders and for ensuring that the most up to date and sound business practices are adopted.

Roles and Responsibilities:


The primary function to lead a tendering team in response to an Invitation to Tender and be accountable for the development and content of the tender. Prepare the development, structure, format and content of the tender in compliance with OneSubsea’s mandatory processes and procedures and in accordance with the customer’s instructions.
Manage the entire OneSubsea Gate Process for assigned Tenders; ensure that the various Gate reviews in the business acquisition process are scheduled in a timely and effective manner and that the proper OneSubsea processes and procedures are being adopted and shall assist in guiding Tenders through this approval process.
Assignment to a particular tender will, whenever possible, occur significantly ahead of receipt of the ITT such that the TM can work closely with the Sales organization and, wherever possible, with potential Client team, to develop pre-ITT information and knowledge that will be used to support eventual development of the Tender.
Develop the Tendering Strategy, involving all relevant functions across the OneSubsea organization, up to and including the Senior Management Team, such that the whole organization is adequately prepared to address the subsequent ITT.
Overall responsibility for development and submission of the Tender resides with the TM. Similarly, where appropriate, the overall responsibility for subsequent clarification and negotiation interface with the Client resides with the TM.
Working closely with an assigned Tender Coordinator, for system’s Tenders, or on his/her own for Product or integrated Tenders, the TM will ensure that all administrative and documentation aspects of the Tender are effectively and efficiently addressed throughout the Tender and Post-Tender period.
Primary driving force for interface between the systems tendering team and the many functional departments within OneSubsea, and, where appropriate, with major Subcontractors, who are required to contribute input to development of a large systems Tender.
A critical process in development of input to the Tender is the rigorous application of OneSubsea’s ITT Review Process. Application and documentation of this process underpins the integrity and accuracy of the Tender. It is the TM’s responsibility, in conjunction with his supporting team, to ensure that the ITT Review Process is rigorously applied.
Responsibility for overall standard/content of the Tender to be submitted, to ensure that the Tender is an integrated compilation that coordinates the many and varied inputs that constitute the Tender.
Work closely with the systems tendering commercial team, in particular the Commercial Manager, to develop a clear and accurate costing for the prospective project scope, leading to development of the commercial position that will form the basis of the Tender.
Work closely with the Sales organization to align the developed commercial position with the ‘pricing’ position that Sales wish to present to Senior Management Team, and hence the Client.
Work closely with a Project Director (if assigned) to ensure the integrity of the tender and its readiness to be converted into an executable Contract. Responsible for significant interface with the Senior Management team, and other Managers across the Subsea business and other OneSubsea divisions, as necessary. Ensure that all ‘business critical’ issues are addressed and reported, such that project/business risks and opportunities are fully understood and available for consideration.
Effective management of the Tender Review/Approval Process. This is a critical element of the overall tendering process and involves direct and extensive interface with the Senior Management Team.
Responsibility for subsequent interface with Client during any clarification/negotiation processes, in conjunction with the Project Director (if assigned). Clear responsibility for such interface, to directly lead clarification/negotiation meetings with Client team, to manage subsequent feedback/discussion with OneSubsea organization to work towards a defining a final position in respect of the Contract/Client.
Responsibility for the handover process to the Execution team. This is a critical process in ensuring a successful start, and subsequent execution, of a major project.
Shared responsibility to develop and maintain interface with the Project Execution teams such that lessons can be learned from the PE teams experiences gained during execution phase of the project. Develop processes to ensure that Lessons Learned is actively considered during future tendering activity.
Responsible for the mentoring and training tendering personnel when required.
Assigned responsibility for managing one, or more, systems Tenders that are being developed.
Maintain tendering databases in compliance with instructions from the Tendering Services Manager.
Perform miscellaneous duties as directed by the Regional Manager of Tendering.

Minimum Job Qualifications:


Background in Sales, Tender Management, or Project Management preferred.
Preference for technical background, or 'interest' in the technical issues. It is essential to understand the technical aspects of the tender.
Attention to detail.
Ability to communicate across the breadth of the OneSubsea organization/ workforce, up to and including Senior Management Team, and across major subcontractors.
Ability to quickly canvass opinion and give clear guidelines and instructions to drive the tendering process forward.
Degree qualified in engineering or business related subject.
Proven experience (minimum 5 years) with high value projects in the oil & gas sector, or equally complex engineered/ manufacturing arena; including relevant applicable leadership and management skills.
Proven negotiation abilities and keen commercial acumen, in complex and high value opportunities; with significant experience in achieving successful award of Contract with clients who operate in a global setting.
A proven record of maintaining positive employee relations and high levels of employee motivation and productivity.
Experience working with and implementing team oriented management approaches.
Ability to work effectively at both strategic and tactical levels including experience with change management principles and demonstrated ability to drive and manage the change process.
High degree of presentation, communication and organization skills, applicable at all levels of the organization.
Excellent interpersonal skills.
Computing: MS Office - advanced levels of Word, Excel and Power Point.
Willingness to travel on a global basis, approximately 25% of the time.
Candidates must be able to legally work and reside in the US, without sponsorship.
